马明飞,大连海事大学国际合作与交流处处长、教授、博士生导师。研究领域为国际法、海洋法。出版学术专著两部,先后在Marine Policy、《光明日报》、《政治与法律》等SSCI、CSSCI刊物发表学术论文80余篇。主持国家社科基金项目、教育部人文社科基金、中国法学会项目、国家海洋局项目等课题30余项。国家级一流本科课程负责人、辽宁省普通高等学校本科教学名师、辽宁省优秀研究生导师。科研成果多次获辽宁省哲学社会科学优秀研究成果奖等奖项。2023年入选“兴辽英才计划”文化名家暨“四个一批”领军人才;获“第四届辽宁省杰出中青年法学专家”荣誉称号;入选辽宁省首届法治建设“法学教育研究领域骨干人才”。
Ma Mingfei serves as the Director of International Cooperation and Exchange Office and is a Professor and Doctoral Supervisor at Dalian Maritime University. His research focuses on international law and maritime law.
Professor Ma has authored two academic monographs and published over 80 academic papers in SSCI and CSSCI journals, including Marine Policy, Guangming Daily, and Political Science and Law. He has led more than 30 research projects supported by prestigious institutions such as the National Social Science Fund of China, the Humanities and Social Science Fund of the Ministry of Education, the China Law Society, and the State Oceanic Administration.
As an educator, Professor Ma leads a national-level first-class undergraduate course and has been recognized as an Undergraduate Teaching Master of ordinary colleges and universities in Liaoning Province. He has also been honored as an Outstanding Graduate Supervisor in the province.
His academic achievements have been recognized with multiple awards, including the Liaoning Province Philosophy and Social Sciences Award for Outstanding Scientific Research. In 2023, Professor Ma was selected for the “Xing Liao Ying Cai Plan” (Liaoning Talent Program) as a cultural luminary and a leading talent in the “Four Batches” initiative. He has also been awarded the honorary title of the fourth Outstanding Young and Middle-aged Legal Expert of Liaoning Province and was selected as a key talent in legal education research under Liaoning Province’s inaugural Rule of Law Construction initiative.
