吕 平，大连外国语大学国际关系学院副院长、副教授，黑龙江省哈尔滨市人。2010年进入吉林大学行政学院学习国际关系专业课程。2013年获得法学博士学位进入大连外国语大学国际事务与国际关系教研室任教。2015年7月进入吉林大学东北亚研究院世界经济博士后流动站工作，现为中国国际关系学会理事、高校国际政治学会理事。2016年出版专著《美国东北亚安全战略——奥巴马政府的巧实力外交实践》21万字由时事出版社出版，并在在《国际观察》、《东疆学刊》、《国际观察》、《国际论坛》等核心期刊发表多篇论文。在此期间多篇咨证报告获得中央及省部级政府机关采纳，承担辽宁省社科基金项目、教育部区域国别项目、教育部人文社科项目。主要研究方向为东北亚国际问题，北太平洋安全问题。

Lyu Ping, Vice Dean and Associate Professor of the School of International Relations, Dalian University of Foreign Languages, is from Harbin, Heilongjiang Province. In 2010, he entered the School of Administration of Jilin University to study international relations. In 2013, he obtained a doctorate in law and joined the International Affairs and International Relations Teaching and Research Department of Dalian University of Foreign Languages to teach. In July 2015, he joined the World Economic Postdoctoral Station of the Northeast Asian Research Institute of Jilin University. He is currently a member of a council of the China International Relations Society and the International Politics Society of Universities. In 2016, he published a monograph entitled "US Northeast Asian Security Strategy - Obama Administration's Smart Power Diplomacy Practice" with 210,000 words published by Current Affairs Press, and published many papers in core journals such as "International Observation", "Dongjiang Journal", "International Observation", and "International Forum". During this period, his consulting reports were adopted by central and provincial and ministerial government agencies, and he undertook the Liaoning Provincial Social Science Fund Project, the Ministry of Education Regional Country Project, and the Ministry of Education Humanities and Social Sciences Project. His main research directions are international issues in Northeast Asia and security issues in the North Pacific.
