韩佳霖，大连海事大学国际海事公约研究中心副研究员、海洋治理与发展研究院研究员，主要研究方向为便利海上运输和北极航运治理。大连海事大学 “浩海工程” 智库培养人选，作为中国代表团成员参加国际海事组织便利运输委员会、国际海事组织海上自主水面船舶（MASS）三方联合工作组会议、北极理事会航运事务工作组、中俄北极航道合作分委会机制性会议，深度参与技术磋商和规则制定。作为咨询专家参与交通运输部海事局国际海事履约研究委员会的便利运输研究分委会和极地规则研究分委会工作，提供履约政策咨询。向 IMO 提交提案 10 余篇，获得采纳；并分别于 2020 年、2022 年获得交通运输部海事局授予的优秀会议提案奖；发表专著《航运业参与的北极环境治理》《多边机制下北极航运治理研究》； 2021 年入选交通运输部 “北极治理研究” 专家库；2025 年承担交通强国建设专项任务，为交通运输部相关业务司局提供北极政策咨询。
Han Jialin
Associate Research Fellow at the International Maritime Conventions Research Center, and Research Fellow at the Institute for Ocean Governance and Development, Dalian Maritime University. Her main research areas are maritime transport facilitation and Arctic shipping governance. She is a selected candidate of the "Haohai Project" Think‑Tank Talent Program of Dalian Maritime University.
As a member of Chinese delegations, she has participated in sessions of the IMO Facilitation Committee, the IMO Tripartite Joint Working Group on Maritime Autonomous Surface Ships (MASS), the Arctic Council Working Group on Shipping, and the regular meetings under the China‑Russia Sub‑Committee on Arctic Waterway Cooperation, taking an in‑depth part in technical consultations and rule‑making processes.
She serves as a consultant expert for the Facilitation Sub‑Committee and the Polar Code Sub‑Committee under the International Maritime Compliance Research Committee of the Maritime Safety Administration, Ministry of Transport of China, providing policy advice on maritime compliance.
She has submitted more than ten proposals to the International Maritime Organization (IMO), which have been adopted. She was awarded the Outstanding Conference Proposal Prize by the Maritime Safety Administration, Ministry of Transport of China in 2020 and 2022 respectively.
Her monographs include Shipping‑sector Engagement in Arctic Environmental Governance and Arctic Shipping Governance under Multilateral Mechanisms.
She was selected into the "Arctic Governance Research" Expert Database of the Ministry of Transport of China in 2021. In 2025, she undertook special tasks for building a powerful transportation country and offered Arctic‑related policy consultancy to relevant departments of the Ministry of Transport.
